CareFirst - BlueChoice
Prior to the ACA and the exchange, there were two other insurance providers in the individual market - they pulled out of the Maryland market when the exchanges began. This has limited the choice for most on the eastern shore of MD to Carefirst if in the individual market. A 20% (+) increase for the only choice is pretty tough to swallow. We need at least two other qualified insurance carriers that can serve the shore area to get the competition needed for quality and price comparisons. Please consider carefully these increases for the many who decided to buy direct - or through the exchange.

I would like to go on record as opposing such a large (20%+) fare increase in insurance premiums for Carefirst. I am self-employed and have purchased a platinum plan on the Maryland exchange. Such a large increase in cost would need to be compensated for by a corresponding increase in subsidies available to middle and low income participants in the exchanges, otherwise I will be adversely affected and may need to consider a less comprehensive plan. If others are in my situation, this will result in a loss for Carefirst as well as less useful insurance coverage for people like me who benefit from the platinum level plan. Other states have reported that next year's premium levels through the ACA Exchanges will be stable or even lower in those states. If the increase request is due to low enrollment in Maryland's health exchange due to its poor quality website, Maryland should do the right thing and both (a) modify this rate increase so that it is between 5 and 10 percent and nowhere near 20 percent and (b) enhance subsidies for people making up to $40,000 a year so as to ensure retention within the exchange plans. Raising the premiums by 20% or more will inevitably produce retention problems in the exchange insurance plans and create a "death spiral" of higher premiums for less benefit that the exchanges were created specifically to prevent. Please do not approve this rate increase as is, reduce it to between 5 and 10 percent, and increase exchange subsidies for those making $40,000 per year or less. Thank you.
